192. "When the levy aforesaid shall have been made, the trus-
tees may appoint a collector to collect the taxes so levied, in the
same manner and under the same laws that State and county
taxes are collected; and said collector shall give sufficient bond
to the trustees for the faithful performance of his duty, whose
compensation shall be fixed by said trustees; the taxes when
collected shall be paid over to the president of the board of
trustees, at the time fixed by said trustees, by him to be applied
to the payment of the expenses of carrying on said schools;

and in case the collector shall fail or refuse to make the pay-
ment aforesaid, the trustees may proceed against said collector
in the same manner that collectors are now proceeded against
by law.

193. At the expiration of the term of service of the trustees
herein specified, they, or a majority of them, shall hold an
election in the same manner specified.

194. Where a primary school is now established, the trustees
thereof shall have all the powers herein given to trustees elected
under this article, and the trustees of school district number
three may levy a tax for the use of said school district on the
taxable inhabitants of said district not exceeding thirty-three
and a third cents in the hundred dollars.

195. In all cases where a primary school has been organized,
and trustees elected or appointed, in election districts number
one and two, the Orphans' Court shall annually pay to the
trustees of such primary school district such portion of the
s«hool fund as such school district may be entitled to.

196. In. school districts where no primary free school is esta-
blished, the portion of the school fund to which such districts are
entitled shall be expended in the education of poor children under
the direction of the commissioners of the free school fund as
hereinbefore directed; all the funds to which election districts
number three and four may be entitled shall be so expended by
said commissioners.

197. The trustees of every primary free school shall report
annually in December to the Orphans' Court the condition of the
school, the number of children taught, and how the money re-
ceived has been expended, which reports shall be filed and kept
by the Register of Wills.
