103. The said commissioners shall meet, at such place as they
may appoint, within the said village, on the second Monday Of
every third month ensuing their election, and as much oftener
by adjournment as they shall deem necessary.

104. They may appoint a clerk, who shall keep a record of
their proceedings in a book to be provided for that purpose by
the commissioners, and the same shall at all times be open to
the inspection of any person interested.

105. The commissioners may make by-laws, not contrary to
law, for the regulation and good government of the village and
its inhabitants, to restrain disorders .and disturbances and pre-
vent nuisances, inconveniences and annoyances, and impose fines,
penalties and forfeitures for the breach thereof, not exceeding
five dollars for any one offence.

106. They shall appoint an assessor, who shall annually, be-
tween the second Monday in April and the second Monday in
May, make a just and fair assessment and valuation of all the
real property in the village; and the said assessor shall, before
making such assessment, make oath before one of the commis-
sioners that he will make true valuation of such property, in
current moaey, to the best of his skill and judgment.

107. They may levy a tax on the property so assessed, not
exceeding fifty cents in the hundred dollars in any one year.

108. They shall annually, as soon after their election as con-
venient, appoint a bailiff, who, before entering upon the duties
of his office, shall make oath before a justice of the peace for
Caroline county that he will faithfully and impartially perform
the duties required of him as bailiff" within the said village,
without favor, affection or partiality, according to the best of
his skill and judgment; and shall also give bond, in the same
manner and in the same penalty as the several constables of said
county.

109. The said bailiff shall attend the meetings of the commis-
sioners when required, and perform such services as they shall
direct; shall prevent the tumultuous and irregular meetings of
Blavea, negroes and other dissolute and disorderly persons, and
disperse them when assembled, by reasonable and lawful means;

and shall punish with moderate correction all slaves found wan-
