ten dollars, one-half to the informer, the other half to be paid to
the justice for the use of the county; if such slave, commit such
offence by the order of his owner or employer, he shall not be
subjected to such punishment, but his owner or employer shall
be subject to the penalty of sixty dollars, to be recovered as
aforesaid.
97. Every justice of the peace shall annually account to the
county commissioners of said county for all sums of money
received by virtue of this law, under the penalty of twenty
dollars.
GBEENSBOBOUGH.
98. The citizens of the village of Greensborough, in Caroline
county, are a body corporate, by the name of "The Commis-
sioners of Greensborough," and by that name may sue and be
sued, and may have and use a common seal.
99. The bounds of Greensborough shall be as they have been
or may hereafter be fixed by the commissioners of said village,
not containing more than two hundred acres of land.
100. The citizens of Greensborough, who have resided in said
village for six months previous to the day of election, and are
qualified to vote for delegates to the General Assembly, shall, on
the second Monday of April annually, at such place aa they or a
majority of them shall appoint, elect by ballot five persons, resi-
dents of said village, and qualified in all respects as the said
voters, commissioners of Greensborough.
101. If any of the said commissioners shall die, refuse to act,
or remove out of the said village, the remaining commissioners,
or a majority of them, shall elect a proper person to fill said
vacancy.
102. Every commissioner, before he proceeds to act as such,
shall make oath before some justice of the peace that he will
diligently and faithfully, according to the best of his judgment,
perform the duties of commissioner without favor, partiality or
prejudice, and a certificate of such qualification shall be returned
by the said justice to the commissioners, to be filed and recorded
among their proceedings.
