aa shall be found, with the cost of proceeding, to be paid by the
State.

134. Where an infant shall appear by the certificate of the
freeholders, or otherwise, to be interested in such land or mate-
rials, the court shall, with or without an application to that
effect, have the appraisement reviewed by a jury as aforesaid,
and shall confirm the final verdict as directed in the preceding
section.

135. The superintendent may contract with the owner of any
lands adjoining or near to any gate, for the right or permission
to construct or interpose any obstructions that may be found
necessary to secure the gates on said road against evasion, and
may pay a reasonable sum for such privileges, or grant therefor
the use of aaid road free of toll to the owner or occupant of such
land.

136. The county commissioners of AUegany county shall annu-
ally appoint three inspectors to examine said road as often as
they may deem necessary, for the purpose of ascertaining what
improvements may be introduced in the repair and preservation
thereof, and which, as far as practicable, shall be adopted by said
superintendent, and the inspectors shall make a report to the
county commissioners upon the condition of the road, at their
last annual meeting.

137. The said inspectors shall also, under oath, inspect and
audit the accounts of the superintendent, and shall be entitled to
two dollars a day each for each day they shall be engaged in
making such audit.

138. The superintendent shall report regularly to the said
county commissioners, at each of their stated meetings, a full
statement of the condition of said road, the amount of tolls
received and the amount expended on account of said road, and
what balance, if any, in hand; and the commissioners shall
transmit said report immediately to the Comptroller, to be sub-
mitted by him to the General Assembly.

139. The superintendent shall also, semi-annually, publish in
one or more newspapers, printed in the city of Cumberland, an
abstract of receipts and expenditures on said road, and the
