MANURES.
486. The Governor, by and with the consent of the Senate,
shall appoint for the city of Baltimore four inspectors and mea-
surers of manures sold by the cart load.
487. The aaid inspectors and measurers, before they proceed to
act as such, shall each make oath faithfully to perforni his duty
to the best of his skill and judgment, without favor, affection,
partiality or prejudice.
488. They shall, on the application of any person wishing to
purchase manure, inspect the same, determine the quality, and
see to the measurement thereof.
489. A cart load of manure shall contain forty cubic feet.
490. The said inspectors and measurers shall receive as a com-
pensation for their services three cents a load, to be paid by the
purchaser, for all manures intended by this article to be inspected
and measured, and the failure of the purchaser to require the
services of said inspectors and measurers shall not release him
from the obligation to pay the fees hereby allowed.
491. The said inspectors and measurers shall keep an accurate
account of their receipts, and furnish the Comptroller with quar-
terly statements thereof under oath, and shall pay into the trea-
sury as a tax for the use of the State five per cent. on all fees
received by them, and the inspector and measurer failing to do
so within fifteen days after the expiration of the quarter shall
forfeit his commission.
492. If aiy person shall inspect or measure manure sold by
the cart load in the city of Baltimore and receive pay therefor,
without being appointed as herein provided, he shall forfeit and
pay ten dollars for each offence, to be recovered as small debts,
one-half to the informer and the other half to the State.
493. Nothing herein contained shall apply to the carts and
•wagons of farmers and gardeners hauling to and from said
city.
