449. When any load of lime which has been inspected, and
for which a certificate has been given, shall have been delivered
and discharged, and it shall appear to the buyer or receiver, or
any other person, that some fraud or device has been used in the
loading or unloading thereof not known to the inspector, he may
complain to the inspector, who shall forthwith examine into the
same, and if satisfied that his first certificate was not correct,
shall revoke and annul the same, and issue a new one, stating
the just quantity and quality; should it appear that fraud was
intended, or any device used with an intention to deceive the
inspector, the owner, driver or agent shall forfeit and pay ten
dollars.

450. The mayor of the city of Baltimore shall annually appoint
three persons well skilled in the quality and quantity of lime to
constitute a board of appeal, whose duty it shall be to decide
upon all cases of appeal which shall bo made to them from the
decisions of lime inspectors, either by the lime burners, sellers
or buyers, and their decision shall be final.

451. If the decision of the board of appeal be in opposition to
the certificate of the inspector, the inspector shall pay all the
expenses that may occur in consequence of the appeal; but if
the decision of the inspector be confirmed, the person making
the appeal shall pay the expense thereof.

452. Bach person constituting the board of appeal shall receive
for his services, in each case in which he shall act, one dollar for
each day's services.

453. They shall, in the presence of the mayor of the city, be-
fore they enter upon the duties of their office, make oath that
they will faithflilly perform the duties of their office to the best
of their skill and ability.

454. If any lime burner, buyer or seller of lime, shall be dis-
satisfied with the decision of any lime inspector, he may appeal
to the board of appeal, who shall decide the same as soon as
practicable; and a majority of said board shall constitute a
quorum to transact business.

455. No license shall authorize any inspectors of lime to act
as Buch without the limits of the city.
