20 ALLEGANY COUNTY. [ART. 1.

45. Whenever the mayor and councilmen shall levy any sum
of money on the inhabitants of or owners of property in said
city, for the purpose of grading, paving, or otherwise improving
the streets, lanes, or alleys in said city, or any of them, or for
any other purpose authorized by law, the sum levied shall be a
lien on the lot or lots on which the same may be levied, or which
may be owned by the person to whom they are chargeable, until
paid, and if such sum shall remain unpaid for sixty days after
the same is due, and there shall be no personal property within
the town on which the bailiff may levy, the same may be levied
on so much of the real estate of the person owing such taxes as
shall, in the opinion of the mayor and councilmen, be sufficient
to pay the same, and the mayor and councilmen shall lay off
the part so levied upon; and the bailiff shall, after twenty days'
notice in one or more newspapers, printed in said city, of the
manner, time and place of said sale, sell the parts so laid off at
public sale, and after deducting the expenses of said sale and
paying the sums levied aa aforesaid, shall pay over the balance,
if any, to the owner of said property.

46. The mayor and councilmen, or the mayor and a majority
of the council, shall execute and deliver to the purchaser a deed
of the property sold, with the seal of the city affixed, and the
said deed shall convey to the purchaser the property sold.

47. The bailiff of said city may make all collections required
of him at any time within the year for which he was appointed
bailiff.

48. The mayor and councilmen may appoint a supervisor or
supervisors of the streets, lanes, and alleys of said city, and
direct in what manner the same shall be kept up and repaired,
and may allow such supervisor such compensation for his ser-
vices as they may deem reasonable.

49. All money levied and collected from the property on the
west and east side of Will's Creek, except so much as may be
necessary to pay an equal proportion of the salary of the clerk
and bailiff, shall be laid out and expended in the improvement
of that side of the town on which it was levied and collected.

50. The bailiff of said city shall attend the meetings of the
mayor and councilmen when required, and perform such services
as they shall direct; shall prevent the tumultuous and irregular
