173. They shall have free access to the books and accounts of
the treasurer of Baltimore county, and all books in the office of
the Bounty commissioners of said county, so far as they in any
manner relate to the receipt and payment of the school tax.
174. The grand jury for said county shall, at the March term
of the Circuit Court in each year, and at any other time they
may deem necessary, examine the books and accounts of said
treasurer in account with the school commissioners and the
school fund, and shall also examine and inspect the books and
accounts of the school commissioners and their treasurer, and
make a stated account of their receipts and expenditures for the
current year, and report the same to the Circuit Court for said
county, and the said report shall be recorded by the clerk of said
court in the proceedings thereof, and the county commissioners
shall have the same published in one or more newspapers pub-
lished in said county.
175. The county commissioners of said county shall annually
levy a tax not exceeding eight cents on the hundred dollars on
the assessable property of the county, for the support of public
schools, and to be applied as hereinbefore directed.
176. One-half of all fines imposed by the Circuit Court for said
county and by justices of the peace thereof, shall be paid to the
treasurer of the school commissioners; saving and excepting the
rights of informers to and in said fines.
177. The board of school commissioners shall have power to
establish aa many schools in the county as the school fund may
be adequate to support, and in such situations as the public con-
venience may require, and to provide suitable rooms for their
accommodation.
178. They shall employ teachers and fix their salaries, prescribe
the course of study and books to be used, and make all such by-
laws for their own government, and rules and regulations for the
management of the schools, not inconsistent with the laws of
this State, as they may deem expedient, and may modify and
repeal the same at their pleasure.
179. They may establish such grades of public schools and in
such proportion as to the number of each grade as they may
deem best.
