74. The adjutant of each regiment, extra battalion, or squad-
ron, shall attend and execute the orders of the commanding
officer of the regiment, extra battalion or squadron, necessary to
carry into effect the provisions of this article, and the orders
that he may receive from the adjutant general, for the purpose
of making or obtaining perfect returns of the arms and ac-
coutrements of each company in said corps, or either of them,
and upon refusal or neglect he shall be subject to a fine not
exceeding twenty dollars, nor less than five dollars, at the dis-
cretion of a regimental court martial, unless he can make a satis-
factory excuse to said commanding officer, or the adjutant gene-
ral, as the case may be.

75. The companies of each regiment, battalion or squadron of
volunteer or draughted militia, shall have their meetings re-
spectively for drill at some convenient place which shall be de-
signated by the commanding officer of each regiment, battalion
or squadron, where they shall be formed into regiments, bat-
talions or squadrons, as the case may be, marched to the place
of exercjse and the parade, delivered over by the commanding
officers of squadrons, battalions or regiments, to the commanding
officer of the brigade or regiment as the case may be, who shall
exercise, or cause the same to be exercised, according to the
tactics for exercise and instruction adopted in the United
States service for infantry, riflemen and artillery, and according
to instructions for cavalry adopted and used by the cavalry of
the United States.

76. At all meetings for inspection or drill herein directed to be
held, the commanding officer of each company shall appoint a fit
and proper person who shall, at the hour of ten o'clock A.M.
of the day appointed for holding said meeting, call over the
muster roll of the company and note those who are absent, and
return the same in writing to the commanding officer, who shall
cause the same to be entered in the company book within three
days thereafter, and who shall transmit by mail a copy thereof
within ten days thereafter to the adjutant general's office to be
filed therein.

77. At every parade or meeting of each company for inspection
the number and condition of the arms and accoutrements in-
spected, and those possessed by absent members within the know
ledge of said commanding officer, shall be carefully noted, an
