324 HOSPITAL—MARYLAND. [ART. 44.

9. They, or any number of them not less than seven, shall
have power to prescribe such rules and regulations as they may
deem necessary for the management, government and regulation
of the said Hospital, and for the admission and discharge of per-
sons therein or therefrom, which rules and regulations shall be
binding on all persons whatsoever; and they, or any number of
them not less than seven, shall have power to institute an inquiry,
whensoever they may deem it proper or necessary, into the
management of the institution and the enforcement of its rules.

10*. The president and visitors of the Maryland Hospital shall
receive from each county and the city of Baltimore one hundred
and fifty dollars per annum for the support of each white pauper
lunatic, and one hundred dollars for each negro pauper lunatic,
sent from said county or city to said Hospital.

11. No street, road, lane or alley shall be laid out or con-
demned or opened through the grounds of said Hospital, within
the squares bounded by Monument, Wolf, Jefferson and Broad-
way streets, in the city of Baltimore, without the consent of the
General Assembly or the president and visitors of said Hospital.

12. The said president and visitors may, if not already sold,

sell so much of the grounds of the Hospital as lies south of Jef- .
ferson street, as soon as they can do so for a reasonable price,
and shall apply the purchase money to building a wall on the
south boundary of the Hospital ground.

13. The said president and visitors of the Maryland Hospital,
if there be room and accommodations therein, shall receive into
said Hospital any person who by proper authority in any county
or the city of Baltimore shall be committed thereto agreeably to
law, and the said president and visitors shall appropriate the
one-half of the said Hospital buildings to the accommodation of
the pauper lunatics of this State.
