On motion of Mr. Beck,

The vote by which the order submitted in the report of the
committee to make arrangements for furnishing postage
stamps and the proper transmission of letters and other
mailable matter connected with the House, was adopted,

Was reconsidered.

The question then recurring upon the adoption of the
order,

Mr. Sudler submitted the following order as a substitute :

Ordered, That the Postmaster to the House of Delegates
