Mr. Stewart, of Dorchester, moved that the enacting clause
of the bill be stricken out.

The question being on concurring in the motion,

Mr. McElroy submitted the following amendment :

Add at end of section 6, "and the General Assembly re-
serves to itself the right to alter, amend and repeal this Act
at pleasure."

Which was adopted.

The bill, as amended, was then read a second time and or-
dered to be engrossed for a third reading.

The bill entitled an Act to add new sections to Article 51
of the Code of Public General Laws, entitled Justices of the
Peace, relating to the liens of executions issued by Justices
of the Peace,

Being upon a second reading,
