MONDAY, March 16, 1868.

The House met, and was opened with prayer by the Rev.
Mr. Hammond.

Present at the call of the roll the following members :

Messrs. Stewart, (Speaker,) Loker, Coad, Boyer, Beck,
Hammond. Iglehart, Deale, Bond, of Calvert, Mitchell, Chap-
man, Slingluff, Poteet, Rose, Lowe, Horsey, Percy, Touch-
stone, Richards, Keech, Guy, Williams, Legg, Holloway,
Smith, of Worcester, Dutrow, Bowlus, Maynard, Vandiver,
Hubbard, Sanner, Wentz, Morse, Blake, Latrohe, Pent-
land, Smith, of Baltimore city, Bond, of Baltimore city, Col-
ton, Mullia, Chaisty, McElroy, Harig, Marshall, Conway,
Herbert, Rohrer, Riggs, Conley, Kean, Devecmon, Trimble,
Hall, Davis, of Carroll, Jordan, Fooks—56.

The Speaker laid before the House the memorial of the
Bar asking an increase of compensation to the Judges of
the Orphans' Court of Baltimore city.

Which was read and referred to Messrs. McElroy, Latrobe,
Morse, Marshall, Mullin and Sanner.

Mr. Montague presented a petition asking for a pension for
Alexander Diffey, a soldier of the war of 1812.

Which was read and referred to the Committee on Pen-
sions.

Mr. Bowlus presented the petition of S. Levy Swormstedt,
Wilson & Lipscomb, E. B. Prettyman and others, citizens
of Baltimore, praying favorable legislation for the establish-
ment of the State Deaf and Dumb Asylum.

Which was read and referred to the select committee on
that subject.

Mr. Touchstone presented the petition of Jesse West, and
167 others, praying that no law be made to abolish or modify
the existing law relative to the sale of intoxicating liquors at
North East, in Cecil county.

Which was read and referred to the Cecil delegation.

Mr. Chapman presented the petition of Elizabeth Osburn,
widow of Francis Osburn, a soldier in the war of 1812, for a
pension.

Which was read and referred to the Committee on Pen-
sions.

Mr. Richards submitted the following order :
