Said bill was tnen sent to the Senate.

Mr. Slingluff moved a suspension of the rules, to take up
the majority and minority reports of the Committee on the
Judiciary, upon

The bill entitled an Act to repeal sub-sections 170, 179
and 180, with section 2 of chapter 66, of January session,
1866, and re-enact the same, with amendments.

Decided in the negative.

Mr. Wentz, Chairman of the select committee on that
subject, reported back the bill entitled an Act to acid a new
Article to the Code of Public General Laws, to be entitled
"Public Education," providing a general system of Free
Public Schools for the State of Maryland, and to repeal all
Laws inconsistent therewith,

Said bill being upon a second reading,

Mr. Wentz, Chairman of the select committee aforesaid,
submitted the following amendments :

Amendments proposed by the Committee :

Title 1, chapter 1, section 1, line 2, strike out the word
"Superintendent," and insert the word "Commissioner ;"
line 3, strike out all of the section after the word "Educa-
tion," and insert in lieu thereof the words, "the President
of the Board of County School Commissioners of each county,
and a delegation of three persons to be elected by the Com-
missioners of Public Schools for Baltimore city ;" and seven
members of said State Board shall constitute a quorum.

Which was read.

Mr. Keech submitted the following amendment as a sub-
stitute :

The State Board of Education shall consist of five persons,
who shall be chosen annually form among the Presidents of
the County Boards and the three delegates from the School
Board of Baltimore, who shall meet on the first Monday of
April, in each year, in Baltimore city, for the purpose of
electing the said State Board of Education. The persons so
