Mr. Williams submitted the following message :

Gentlemen of the Senate :
We have received your message asking the return to your
Honorable Body of the bill entitled an Act to repeal section
59 of Article 16, of the Code of Public Local Laws for Prince
George's county, entitled "Hucksters," and to re-anact the
same with amendments, and herewith return the same.

Which was read, assented to, and sent to the Senate.
The Secretary of the Senate delivered the hill entitled an
Act to repeal section 3 of an Act entitled an Act incorporat-
ing the Maryland Institute for the promotion of the Mechanic
Arts, passed December session, 1849, chapter 114, and to
enact a substitute therefor, and to add additional sections-
thereto as sections 8 and 9.
Which was read a first time and referred to the Commit-
tee on Ways and Means.
The hour having arrived for taking up the order of the
day, the House proceeded to the consideration of the bill
entitled an Act to levy a tax upon all banking institutions
doing business in this State, in augmentation of the Free
School Fund of this State.
Which was read a third time and passed by yeas and nays
