The bill as amended was then read a second time and or-
dered to be engrossed for a third reading.
The Secretary of the Senate delivered the following mes-
sage:
BY THE SENATE,
March 6,1868.
Gentlemen of the House of Delegates :
We propose with the concurrence of your Honorable Body
to appoint a joint special committee of five, two from the
Senate and three on the part of the House of Delegates, to
notify the Hon. Geo. Vickers that he has been this day duly
elected to represent this State in the United States Senate for
the unexpired time for which the Hon. P. F. Thomas was
elected and refused admission by the United States Senate.
We have appointed on the part of the Senate Committee
Messrs. Maddox and Welch.

Gentlemen of the Senate :
We have received your communication soliciting the con-
currence of this House in the appointment of a joint special
committee to notify the Hon. Geo. Vickers that he has been
this day elected to represent this State in the United States
Senate for the unexpired term for which Hon. P. F. Thomas
