Mr. Riggs, Chairman of a select committee, (the rules being
suspended,) reported favorably a bill entitled an Act provid-
ing for the repairs of the Public Roads in Montgomery county,
Which was read a first time.
Mr. Iglehart, Chairman of a select committee, (the rules
being suspended,) reported favorably a bill entitled an Act
relating to fences on the Public Roads leading from the
western section of the city of Annapolis, in Anne Arundel
county,
Which was read a first time.
Mr. Smith, of Worcester, Chairman of a select committee,
reported favorably a bill entitled an Act to improve the draw
bridge across the Pocomoke river, near New Town, in Wor-
cester county,
Which was read a first time.
Mr. Bond, Chairman of a select committee, (the rules
being suspended,) reported favorably the bill entitled an Act
to require the Rail Road companies of the State to provide a
car or cars for the exclusive use of the colored people of this
State, and to amend article 77 of the Code of Public General
Laws of the State, entitled "Railroads," with proposed
amendments.
Amendments proposed:
SEC. 5. The Presidents and Directors of all rail roads in
this State, propelled by steam, shall provide a car or cars for
the exclusive use of the traveling negro and colored commu-
nity ; and that negro travellers be required to occupy the
cars set apart for their sole and separate use. But it is the
meaning and intention of this section, where an entire car is
not necessary on any road for the convenient and necessary
accommodation of the traveling colored population, it shall
he the duty of said rail road company to assign a distinctly
marked portion of said car to the exclusive use of the colored
people. Whenever either class of persons, white or colored,
are in the employment of one of another class, either as ser-
vant or nurse, then the separation required in this section he
dispensed with.
SEC. 6. For a violation of the provisions of the fifth section
