The Secretary of the Senate delivered,

The bill entitled an Act directing the Treasurer to pay to
the School Commissioners of Howard county the sums of
money due by the State from the Academic Fund.

Which was read a first time and referred to the Committee
on Ways and Means.

Also,

The bill entitled an Act to endow the St. Mary's Seminary.

Which was read a first time and referred to the Commit-
tee on Ways and Means.

Also, returned the House bill

Entitled an Act to incorporate the National Savings Bank
of Baltimore, endorsed " passed "by yeas and nays."

Mr. Mullin submitted the following joint resolution:

Whereas, The Mayor and City Council of Baltimore, did
on the day of in the year one thousand
eight hundred and sixty-seven, under a mistaken view of
their powers under the Constitution and Laws of the State,
undertake to appoint as Constables for said city the following
named persons, that is to say : for the 1st Ward, Henry P.
Rose, John Battee, Horatio Wallace and William H. Bryan ;
for the 2d Ward, William J. Smith, and William J. Bow-
ling ; for the 3d Ward, Peter Petticord and George R.
White ; for the 4th Ward, Christopher Hamilton and Isaac
D. Piersol ; for the 5th Ward, Charles C. Quinn, and Robert
W. Hays ; for the 6th Ward, William Schultz and John F.
Cook ; for the 7th Ward, Joseph C. Southcomb and Richard
Cowman ; for the 8th Ward, John Dubbey and D. O. Rob-
inson ; for the 9th Ward, J. M. Myers and Henry Engel ;
for the 10th Ward, William H. Gill, Joseph T. Pierson,
Charles A. Schwatka and James J. Wilson ; for the 11th
Ward, H. E. Colgan and Peter Kries ; for the 12th Ward,
Stephen A. Morse and Charles Augustine; for the 13th
Ward, George W. Fountain and Geo. W. Hayne ; for the
14th Ward, John W. Pierce and John W. A. Miller; for
the 15th Ward, Alexander Sumwalt and George J. Kries ;
for the 16th Ward, A. C. Wheeler and Thomas E. Wheatly ;
for the 17th Ward, Simon Welch and Charles T. Balla ; for
the 18th Ward, William H. H. Jeffers and George F. Hobbs ;
for the 19th Ward, Robert A. Thursby and Jacob F. Cook,
and for the 20th Ward, William Smith and Charles A.
Brawner.

And, Whereas, The said parties did apply to the Clerk of
the Superior Court of Baltimore city and qualify under such
appointment, and did each pay to said Clerk for the State of
Maryland, the sum of two dollars on receiving their commis-
