following message from His Exceliency the Governor :
EXECUTIVE DEPARTMENT,
Annapolis, March 3, 1868.
Gentlemen of the House of Delegates :
I have this day signed and transmitted to the Clerk of the
Court of Appeals the following Bills received from your
Honorable Body on the 29th day of February, ultimo.
An Act to repeal sections 46 and 47 of the Code of Public
Local laws for Somerset county, and to re-enact the same
with amendments.
An Act to incorporate the Maryland Permanent Land and
Building Society of Baltimore.
An Act authorizing the Commissioners appointed under
the Act of 1840, chapter 215, and its several supplements,
to invest certain money remaining in their hands.
An Act to incorporate the Washington County Savings
Institution.
An Act to repeal section 65, article 19, of the Code of
Public Local Laws of Somerset county relating to the num-
ber of the Justices of the Peace and Constables for said
county, and re-enacting the same with amendments.
An Act to add additional sections to article 11 of the Code
of Public Local Laws of Frederick county relating to the
powers and duties of the Mayor, Aldermen, and Common
Council of Frederick city, to follow section 161.

Which was read.
The Senate Bill entitled an Act to authorize the Mayor
and City Councilmen of the city of Cumberland to purchase,
in the limits of said, city, not exceeding thirty-three acres of
land, to be conveyed to the Baltimore and Ohio Rail Road
Company, for the purpose of erecting thereon a rolling mill
and other improvements, and to issue bonds to pay for the
same,
