opinion. But in view of the circumstances surrounding the
passage of the Act of 1866, they are compelled to differ from
the majority of the committee in recommending its repeal,
believing as they do, that the good faith of the State Is in-
volved in its being carried out in its fullest sense.

The bill entitled an Act to repeal section 18 of Article 73
of the Public General Laws, entitled " Penitentiary," and
to re-enact the same with amendments,

Being upon a second reading, was,

On motion of Mr. Pentland,
Recommitted to the committee who reported the same.

The hill entitled an Act to authorize and empower the
County Commissioners of Cecil and Kent counties to build a
bridge over Sassafrass River, from Fredericktown, in Cecil
county, to Georgetown, in Kent county, and to levy a sum of
money for the same,

Being upon a second reading, was,
On motion of Mr. Davis, of Cecil,

Recommitted to the select committee which reported the
same.

The bill entitled an Act to appoint certain persons therein
named as Commissioners to purchase a site and contract for
the erection of a court house and jail in the town of Salisbury,
the county seat of Wicomico county, and for other purposes
therein mentioned,

Was read a second time, and ordered to be engrossed for a
third reading.

Mr. Robb moved that the House do now adjourn until to-
morrow morning at 11 o'clock.

Decided in the negative.

The bill entitled an Act requiring the County Commission-
ers of Baltimore and Carroll counties to levy a sum of money
to build a bridge across the North Branch of the Patapsco
River, on the Lime Kiln Road.

Was read a second time and ordered to be engrossed for a
third reading.
