entitled "An Act to repeal and re-enact, with amendments,
sections 33, 34, 35, 39 and 75 of Article 81 of the Code of
Public General Laws, entitled "Revenue and taxes, and re-
lating to the appointment of and the "bonds to he given by,
and compensation paid to the collectors of State taxes," the
time having elapsed, which, under the rules, would have
enabled this House to reconsider its vote on the final passage
of said bill.

Which was read, assented to, and sent to the Senate.

Mr. Loker submitted the following order :

Ordered, That it be entered on the Journal that J. E.
Coad is absent from this house because of serious affliction
in his family.

Which was adopted.

Mr. Bowlus submitted the following order :

Ordered, That the several county School Boards be au-
thorized to keep open the public schools until such time as a
new school system shall be adopted and put in operation,
and the faith of this General Assembly is hereby pledged for
the payment of the necessary expenses.

Which was read, and,

On motion of Mr. Sanner,
Was laid on the table.

The hour having arrived for taking up the order of the
day, the House proceeded to the consideration of the Joint
Resolutions expressive of the views of the General Assembly
upon the present condition of the nation.

Said resolutions being upon a second reading,
On motion of Mr. Pentland,

The further consideration thereof was postponed, and the
resolutions made the order of the day for Monday next,
March 2d.

The next order of the day was then taken up for consid-
eration, being

The Senate bill entitled an Act to amend the 37th Article
of the Public General Laws, by repealing the 2d section of
said Article, relating to the competency of witnesses and the
examination of parties, as amended by the Act of 1864,
chapter 109, and inserting in said Article, in lieu of the
