The Secretary of the Senate delivered the following mes-
sage :

BY THE SENATE,

February 21, 1868.
Gentlemen of the House of Delegates :

We have received your message asking the return of House
bill entitled an Act to repeal and re-enact with amendments,
sections 33, 34, 35, 39 and 75, of Article 81, of the Code of
Public General Laws, entitled " Revenues and Taxes," and
relating to the appointment of, and the bonds to be given by
and compensation paid to the collectors of State taxes, and
herewith return the same.

Which was read.
Also, returned

The bill entitled an Act to repeal and re-enact with amend-
ments, sections 33, 34, 35, 39, and 75, of the Code of Public
General Laws, entitled " Revenues and Taxes," and relating
to the appointment of, and the bonds to be given by, and
compensation paid to the collectors of State taxes.

Mr. Syester moved that the question concerning the dispo-
sition of the bill be referred to a select committee of three,
who shall report thereon by Monday next.

Mr. Harden moved as a substitute that the question be re-
ferred to the Committee on the Judiciary.

Decided in the negative.

The question then recurring upon the motion submitted by
Mr. Syester,

It was sustained.

And the question on the disposition of the bill referred to
Messrs. Syester, Latrobe and Mitchell.

John M. Carter, Esq., Secretary of State, delivered the
following message from his Excellency, the Governor :

EXECUTIVE DEPARTMENT,

ANNAPOLIS, February 21, 1868.
Gentlemen of the House of Delegates:

I transmit herewith a copy of a communication just re-
ceived from Hon. B. F. Wade, President pro tempore of the
