stock of the Frederick and Pennsylvania Line Rail Road,
and to levy taxes on said city for such purpose.

Which was read and referred to the Frederick county dele-
gation.

Mr. Syester presented the petition and memorial of
Thomas A. Boullt, Secretary and Treasurer of the Antietam
National Cemetery, and 75 citizens of Washington county,
praying an appropriation of money for the purpose of remov-
ing'to the cemetery the remains of the Confederate dead ;

Which was read and referred to the Committee on Ways
and Means.

Mr. Sudler presented the petition of sundry citizens of the
Second District, in Queen. Anne's county, asking the pas-
sage of a law to give them an additional constable in said
District;

Which was read and referred to Messrs. Sudler, Legg and
Beck.

Mr. Colton submitted the following order :

Ordered, That a committee of three be appointed by the
Speaker of the House to make such arrangements as may be
necessary for the furnishing of postage stamps and the
proper transmission of letters and other mailable matter con-
nected with this House ;

Which was read.

Mr. Pentland submitted the following as a substitute :

Ordered, That the Chairman of the Committee of Claims
furnish each member of this House with what postage stamps
he may need for his use during the sessions of this House ;

Which was rejected.

The question then recurring upon the adoption of the
original order, Mr. Pentland moved its reference to the
Committee on Claims ;

Decided in the negative.

Mr. Rose submitted the following as a substitute:

Ordered, That the Postmaster furnish each member and
officer of this House with one hundred three cent stamps, and
that he hereafter furnish no member or officer with stamps,
except by order passed by this House ;

Which was rejected.

The question then recurring upon the order submitted by
Mr. Colton,

It was adopted, and Messrs. Colton, Biddison and Legg,
constituted said committee.

Mr. Williams submitted the following order :

Ordered, That the Committee on Colored Population be
authorized to inquire into the expediency, and to report
to this House a hill for the regulation and enforcement of
contracts of hire, or other dealings entered into between the
white citizens and negroes of this State ;

Which was adopted.
