the Code of Public General Laws entitled Landlord and
Tenant, exempting certain articles from distress for rent, and
to re-enact the same.

Mr. Nelson, Chairman of a select committee, reported
favorably,

A bill entitled an Act to amend and re-enact the 135th
section of the 12th Article of the Code of Public Local
Laws, title "Harford County," sub-title "Sheriffs."

Mr. Kean, Chairman of a select committee, reported favo-
rably,

A bill entitled an Act. to repeal section 159 of Article I
of the Code of Public Local Laws of Allegany County, re-
lating to Sheriff's fees, and to re-enact the same with amend-
ments.

Mr. Clark, Chairman of a select committee, reported
favorably,

A bill entitled an Act to incorporate the Montgomery,
Howard and Carroll Rail Road Company.

Mr. Hubbard, Chairman of a select committee, reported
favorably a bill entitled an Act to repeal section 138 of the
Public Local Laws of Caroline county, title Justices of the
Peace and Constables, and to re-enact the same with amend-
ments so as to read as follows.

Mr. Chaisty, Chairman of the Committee on Federal Re-
lations, submitted the following joint resolutions :

WHEREAS, in the civilized world, the custom, prevails, that
a nation laboring under political grievances ; a people con-
scious of oppressive and unconstitutional measures, rashly
pursued towards them by the authorities of the land, or the
States of a confederacy ieeling that their rights are invaded,
their privileges assailed, or their independence as sovereign-
ties denied, shall proclaim to the world and the authorities.
that usurp their inalienable rights, their sense of indigna-
tion, and their consciousness of violated prerogatives ; and
