Appoint bailiff

Sec. 11. And be it enacted, That the said Com-
missioners, or a majority of them, shall have full
power and authority to annually appoint a bailiff,
whose duty it shall be to preserve the peace and
good order of said town, and for this purpose he
is hereby invested with the same power and author-
ity as any constable may now have under the laws
of this State.

Banking
prohibited.
|
Sec. 12. And be it enacted, That nothing herein
contained shall be so construed as to authorize the
corporation hereby created to issue any device, cer-
tificate or evidence of debt to be issued as currency,
and the Legislature reserves the right to amend or
repeal this charter when the same shall be deemed
advisable.

Repealed.
|
Sec. 13. And be it enacted, That all Acts or parts
of Acts inconsistent with the provisions of this Act,
be and the same are hereby repealed.

When to
take effect.
|
Sec. 14. And be it enacted by the General Assembly
of Maryland, That this Act shall not go into ope-
ration or take effect until the same shall have been
submitted to a vote of the citizens of Bioomington,
residing within the limits described and specified
in Sections one, two and nine of this Act, and it
shall be lawful to hold said election for the accept-
ance or rejection of this Act, on the same day and
in the same manner as is directed and prescribed
for the election of Commissioners of said town of
Bioomington, by sections one, two, three and nine
of this Act, and if a majority of the votes cast at
the election held under the authority given by this
Section shall be for the acceptance of this Act, or it
a majority of votes cast at said election shall be
against the acceptance of this Act, the said Judges
of Election herein provided for under this Section,

shall make out a correct list of all the names of the
persons voting at said election and certify under
oath the result of said election to the Clerk of the
Circuit Court of Allegany county, to be by him
recorded in said office. If a majority of the votes cast
at said election shall be for the acceptance of the
Act, then and in that event the said Act shall be
in full force and effect, but if a majority of the
votes cast at said election shall be against the ac-
ceptance of this Act, then and in that event the
said Act shall become null and void and of no effect.
