Sec. 3. And be it enacted. That the Comptroller
be and he is hereby authorized and directed to
draw his warrants upon the Treasurer, payable to
the order of the said Committee, for such sums
and at such times as shall be required by the said
Committee, for the purchase of the ground and the
erection or adaptation of the building hereby au-
thorized and directed to be purchased and erected,
or adapted to the purpose as aforesaid ; provided,
that the whole amount for the purchase of the
ground and erection or adaptation of the building,
shall not exceed the sum of one hundred thousand
dollars ; and provided further, that no money
shall be paid for the purchase of the said lot or
lots of ground before the owner or owners thereof
shall have conveyed all of his, her or their title
and interest both in law and equity in the said
ground to the State of Maryland, by a good and
sufficient deed or deeds to be approved by the At-
torney General ; and provided, that a sum of not
less than ten per cent, of the whole cost of the
building shall be retained by the Treasurer from
the amount to be paid for the erection of the said
building until its final completion and acceptance
by the Committee.

Draw war-
rants.

Sec. 4. And be it enacted, That the sum of one
hundred thousand dollars, or so much thereof as
may be necessary, be and the same is hereby ap-
propriated for the purpose of carrying into effect
the provisions of this Act.

Appropria-
tion.

Sec. 5. And be it enacted, That all laws or parts
of laws heretofore passed, having reference to the
purchase of a site for the erection of a Government
House, be and the same are hereby repealed.

Repealed.

Sec. 6. And be it enacted, That this Act shall
take effect from the date of its passage.
