examine the locality and determine upon the pro-
priety of granting the said road, and shall proceed
to assess the expense thereTor upon the parties in-
terested and the Districts respectively in such pro-
portion as they may deem just and proper.

Sub-sec. 5. Whenever there shall be insufficient
money in the treasury of any district to meet the
requirements of this law for immediate expenses of
construction or repair, it shall be the duty of the
Supervisors of said District to provide the money
by issuing certificates of payment for road pur-
poses, based upon the next annual levy of taxes,
said certificates to be disposed of by them to the
best advantage.

Sub-sec. 6. The Commissioners of Baltimore
County, upon the application of the local Board of
any Primary District, shall furnish a list of all
persons assessed in that district, and the valuation
of their property.

Sub-sec. 7. The various Boards created by this
Act shall have full authority to adopt and enforce
all rules and regulations necessary to carry into
full effect all the provisions of this Act.

Sec. 3. Be it enacted, That this Act shall take
effect from the date of its passage, and the General
Assembly reserves the right to alter, amend or re-
peal this Act at pleasure.

AN ACT to authorize and require the County
Commissioners of Baltimore and Harford Coun-
ties to levy a sum of money for the construction
of a bridge over the Little Gunpowder river
near Emory's Ford.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the County Commissioners of
