Sub-sec. 5. Whenever there shall be insufficient money in the treasury of any district to meet the requirements of this law for immediate expenses of construction or repair, it shall be the duty of the Supervisors of said District to provide the money by issuing certificates of payment for road pur- poses, based upon the next annual levy of taxes, said certificates to be disposed of by them to the best advantage. Sub-sec. 6. The Commissioners of Baltimore County, upon the application of the local Board of any Primary District, shall furnish a list of all persons assessed in that district, and the valuation of their property.	Furnish.
Sub-sec. 7. The various Boards created by this Act shall have full authority to adopt and enforce all rules and regulations necessary to carry into full effect all the provisions of this Act.	Authority.
Sec. 3. Be it enacted, That this Act shall take effect from the date of its passage, and the General Assembly reserves the right to alter, amend or re- peal this Act at pleasure. Approved March 30, 1868.	In force.
