In reference to Internal Improvements, to the Committee
on Internal Improvements.

In reference to the Colored Population, to the Committee
on Colored Population.

In reference to the Penitentiary, to a joint special committee
of the two houses, to consist of four members of the House of
Delegates and three of the Senate, whose duty it shall be to
report the condition of the Penitentiary, and make such
recommendations as are necessary in the premises.

Which was adopted.

Mr. Syester, Chairman of select committee, reported
favorably a Bill entitled an Act to repeal sections 54, 55, 56,
and 57, of Article 21 of the Code of Public Local Laws re-
lating to the Circuit Court for Washington county, and the
manner and times of holding the terms thereof, and to re-
enact the same, with amendments.

Which was read a first time.

The House took up for consideration the unfinished busi-
ness of yesterday, being the amendment submitted by Mr.
Pentland to the Report of the Select Committee, on furnish-
ing each member of the House with a copy of the Code and
its supplements,

When Mr. Wentz (the rules being suspended, by unani-
mous consent,) submitted the following substitute :

The committee appointed to inquire as to the cost to the
State of Maryland of furnishing each member of the House
with a copy of the Code and its supplements, begs to re-
port :

That the price of the Code and its supplements, complete,
is §15 ; that it will cost the State of Maryland $1290 to sup-
ply each member of this House with a copy, and that the
House can be furnished therewith within three days.

The committee also recommend the adoption of the follow-
ing order:

Ordered, That the Chief Clerk of this House be author-
ized to provide twenty-five copies of the Code and its supple-
ments, one for each delegation of the several counties and
the three legislative districts of Baltimore city, the said
copies to be returned to the State Librarian at the close of
the session.
