Insane or
lunatic con-
vict.

25. Upon the recommendation of the Board
of Directors of the Maryland Penitentiary, the
Governor may remove any insane or lunatic con-
vict confined in the Penitentiary, and provide for
the support, care and safe keeping of such convict
in the Maryland Hospital, or any State Institution
for the Insane, and the expense thus incurred shall
be defrayed by the Board of Directors of the Pen-
itentiary, out of the funds arising from or appro-
priated for that Institution.

In force.

Sec. 2. And be it enacted, That this Act shall
take effect from the date of its passage.

CHAPTER 353.

AN ACT to authorize the Commissioners of How-
ard County to subscribe to the capital stock of
Turnpike Roads in said county.

scribe.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That whenever three-fifths of the
capital stock of any Turnpike Company in Howard
County, chartered and organized since the first
day of January, eighteen hundred and sixty-eight,
shall have been subscribed for and taken by re-
sponsible, bona fide stockholders, the County Com-
missioners of Howard County are hereby author-
ized and empowered, in their discretion, to subscribe
for the remaining two-fifths of said capital stock in
the name and for the benefit of said Howard
County, and shall be entitled to be represented at
all meetings of the stockholders of said Company
by the County Commissioners for the time being,
or by such person or persons as may be duly au-
thorized by them ; provided, however, that in ac-
cordance with the provisions of Article three,
Section fifty-four, of the Constitution, this Act
shall be published for two months before the next
