Sec. 11. And be it enacted, That the drivers of
carriages and vehicles of all kinds, shall keep
their horses and vehicles on the right hand side of
said road, leaving the other side of the road clear
and free for other vehicles to pass and repass ; and
if any driver shall offend against this provision,
he shall forfeit and pay not exceeding ten dollars
to any person who shall be obstructed in his pas-
sage, the same to be recovered as in debt with
costs before any Justice of the Peace of the county
wherein the offence may occur.

Sec. 12. And be it enacted, That the County
Commissioners of Howard and Montgomery Coun-
ties, be and they are hereby authorized and empow-
ered to subscribe to the capital stock of said Turn-
pike Company, the principal of the average sum
at six per cent, that either of said counties may
have paid to keep the roads and bridges hereby
authorized to be turnpiked in order in their respec-
tive counties during the past three years, and to
issue bonds therefor bearing six per cent, interest,
and payable at such dates as the Commissioners of
said respective counties may determine, and that
the said Turnpike Company shall have the benefit
of any law that may be passed before or during
the construction of said road, or indebtedness in-
curred therefor, to aid and promote the construction
of turnpikes in Howard and Montgomery Counties.

Sec. 13. And be it enacted, That nothing in this
Act contained shall be so construed as to authorize
said Company, or its agents or officers, to issue any
scrip or bank note, or exercise any banking privi-
leges.

Sec. 14. And be it enacted, That the Legislature
reserves to itself the right to change, alter or
annul this Act of incorporation at pleasure.

Sec. 15. And be it enacted, That said Turnpike
Company shall not charge or collect tolls of funeral
processions, of persons going to church or carrying
grist to mill within the neighborhood in which
they may live.

Sec. 16. And be it enacted, That this Act shall
take effect from the date of its passage.
