payment shall amount to a forfeiture of the Com-
missions to which he would otherwise be entitled,
any recovery on the bond or the clerk, for the
non-payment of public money received .by him,
shall be evidence of a misdemeanor in office, for
which, upon conviction, he may be removed.

Sec. 2. And be it enacted, That this Act shall
take effect from the date of its passage.

CHAPTER 198.
AN ACT to repeal Section Three of An Act
entitled an "Act incorporating the Maryland
Institute for the Promotion of the Mechanic
Arts," passed December Session, eighteen hun-
dred and forty-nine, Chapter one hundred and
fourteen, and to enact a substitute therefor, and
to add additional sections thereto, as Sections
eight and nine.

SECTION 1. Se it enacted by the General Assembly
of Maryland, That Section Three of the Act in-
corporating the Maryland Institute for the Promo-
tion of the Mechanic Arts, passed at December
Session, eighteen hundred and forty-nine, be, and
the same is hereby repealed, and the following
enacted in lieu thereof, and the following addi-
tional Sections added thereto as Sections eight and
nine.

Sec. 3. And be it enacted. That the objects of
the said corporation shall be the encouragement
and promotion of manufacture and the mechanic
and useful arts, by the establishment of popular
lectures upon the sciences connected with them ;
by the formation of a school of design, adapted to
mechanical and manufacturing purposes ; for pro-
viding a library, reading-room and a cabinet of
