Sec. 11. And be it enacted, That the drivers of
carriages and vehicles of all kinds shall keep their
horses and vehicles on the right hand side of said
road, leaving the other side of the road clear and
free for other vehicles to pass and repass, and if
any driver shall offend against this provision, he
shall forfeit and pay not exceeding ten dollars to
any person who shall be obstructed in his passage,
the same to be recovered as in debt, with cost, be-
fore any Justice of the Peace of the county.

Sec. 12. And be it enacted, That the Company
hereby incorporated shall have power to build and
extend lateral branches of its road to Mechanics-
ville and Unity, respectively, in Montgomery
County, at any time within ten years from the
passage of this Act, with the same powers, privi-
leges and franchises which are conferred upon
them by this Bill, and shall have power to use the
most direct county roads to those places or to
diverge from the same at will by and with the con-
sent of the County Commissioners.

Sec. 13. And be it enacted, That the County
Commissioners of Howard and Montgomery Coun-
ties be and they are hereby authorized in their
discretion to subscribe to the capital stock of said
Turnpike Company ; provided, the amount sub-

scribed by either county shall not exceed the sum
of ten thousand dollars. Provided, that this Sec-
tion shall be subject to the provisions of Article
three, Section fifty-four, of the Constitution.

Proviso.

Sec. 14. And be it enacted, That nothing in this
Act contained shall be so construed as to authorize
said Company or it agents or officers to issue any
scrip or bank note, or exercise any banking privi-
leges.

Sec. 15, And be it enacted, That the Legislature
reserves to itself the right to change, alter or
amend this Act of incorporation at pleasure.

Reservation.

Sec. 16. And be it enacted, That this Company
shall not be privileged to charge tolls on any
vehicle passing over this road for the purpose of
attending a funeral.

Sec. 17. And be it enacted, That this Act shall
take effect from the date of its passage.
