The House then took up for consideration the next order

of the day, being

A bill entitled an Act to incorporate the Frederick and
Emmittsburg Rail Road Company.

Said bill being upon a second reading.

Mr. Latrobe submitted the following amendment:

Section 14. Strike out all after the word "State," in line 6.

Which was rejected.

Mr. Pentland submitted the following amendment:

Strike out section 22.

Which was rejected.

Mr. Iglehart submitted the following amendment:

Strike out, in section 23, line 7, all after the word "col-
lected," and insert the following : Provided that sections 22,
23 and 24 of this Act shall be of no effect or validity in law,
unless this Act shall be published for two months before the
next election for members of the next House of Delegates, in
all the newspapers published in Frederick county, and shall
also be approved by a majority of all the members elected to
each House of the General Assembly at its next session after
said election.

Which was adopted.

The bill, as amended, was then read a second time and
ordered to be engrossed for a third reading.

The House then took up for consideration the next order

of the day, being

The bill entitled an Act to authorize the Mayor, Alder-
men and Common Council of Frederick, to subscribe to the
capital stock ot the Frederick and Pennsylvania Line Rail
Pioad Company, and to endorse the bonds of said Company,

Said bill being upon a third reading,

Mr. Pentland moved that the further consideration thereof
be postponed, and the bill re-committed.
