Was reconsidered.

Mr. Biddison submitted the following order as a substitute:

Ordered, That during the sessions of the General Assem-
bly, the water closets now used by the State Librarian and
the Adjutant General of the State, be kept open for the use
of the members.

Which was adopted.

The question then recurring upon the order as amended,

It was adopted.

Mr. Chapman submitted the following order :

Ordered, That it he entered on the Journal, that Mr.
John W. Mitchell is prevented attending the sitting of the
House to-day by pressing business.

Which was adopted.

On motion of Mr. Bond, of Baltimore city,

Leave was granted to select committee on oysters, &c.,
to introduce a bill for the propagation of fish in the inland

waters of this State.

On motion of Mr. Stewart, of Dorchester,

Leave was granted to the Committee on the Judiciary to
introduce a, bill to alter and amend an Act passed March 19,
1867, entitled an Act to repeal chapter 247, passed January
session, 1864, entitled an Act to add an additional section to
Article 30 of the Code of Public General Laws, relating to
crimes and punishments, and to re-enact the same with
amendments.

On motion of Mr. Iglehart,

Leave was granted to the Committee on Education, to re-
port a hill to add a new Article to the Code of Public Gen-
eral Laws, to be entitled "Public Instruction," providing a
uniform system of Free Public Schools for the State of Mary-
land, and to repeal all existing laws inconsistent therewith.

On motion of Mr. McCulloh,
Leave was granted to the Allegany Delegation to report a

bill authorizing the commissioners of Allegany county to ap-
propriate a sum of money to repair or build a new road from
the Pennsylvania line, to connect with the Cumberland and
Somerset Turnpike road at Krigbaurns.

On motion of Mr. Hammond,

Leave was granted a select committee on that subject to
introduce a hill to repeal the Act passed January session,
