On motion of Mr. Keech,

Leave was granted to the Prince George's county delega-
tion to introduce a bill to create a new Election District in
said county, by the division of Vansville District.
On motion of Mr. Williams,

Leave was granted the Committee on the Judiciary to in-
troduce a bill to authorize Francis A. Posey, a minor of
Prince George's County, to receive from any person now act-
ing as his guardian, all personal property belonging to him,
and to collect rents due him from his real estate, and to take
possession of his real estate, to take and give receipts con-
cerning the same, and generally to act in all respects in
regard to his real and personal property, as though he were
of full age.

Mr. Montague, (the rules being suspended,) submitted the
following order :

Ordered, That the Treasurer be respectfully requested to
inform the House what was the amount of the first appro-
priation made for the building of the Maryland Insane Asy-
lum, in Baltimore County ; what appropriations have been
made since ; what amount, if any, remains to the credit of
the Trustees of said Asylum, and what is the present condi-
tion of the property.

Which was adopted.

Mr. Iglehart submitted the following message :

BY THE HOUSE OF DELEGATES,

January 7th, 1868.
Gentlemen of the Senate :

We respectfully propose, with the concurrence of your
Honorable Body, that so much of the Governor's Message
as relates to an Executive Mansion, be referred to the Com-
mittees of the respective Houses on Public Buildings.

Chief Clerk.

Which was read, assented to and sent to the Senate.
On motion of Mr. Herbert,

At one o'clock, P. M., the House took a recess for halt an
hour.

At one and a half P. M., the House re-assembled, when

The Speaker announced to the House that the Secretary of
State had delivered to him the returns of the Governor's
election.

Mr. McElroy submitted the following message :
