1868.] OF THE SENATE. 693

FRIDAY, March 27,1868.

The Senate met pursuant to adjournment.

Prayer by the Rev. Father Burke.
Present at roll call :

Messrs. President, Browne, Biggs, Brewer, Carroll, Den-
son, Fields, Hyland, Hammond, Kimmel, Parker, of Cal-
vert, Spates, Walsh, Welch—14.

Mr. Denson, from the Committee on Retrenchment, sub-
mitted the following Report, which was read and adopted :

To the Honorable Senate:

GENTLEMEN :—The undersigned Committee on Retrench-
ment beg leave to say they have not been able to go as fully
into all the expenditures incurred in the maintenance of the
State government as was desirable, but have confined them-
selves, owing to their limited time, to matters pertaining to
the Comptroller's and Treasurer's offices, to the Library,
officers of the Senate, Public Printing, &c.

Your Committee believe the cost for Printing at the pre-
sent session will be much less than heretofore, owing to the
low rate at which the contract was taken, as well as the de-
termination on the part of the Senate not to indulge in ex-
travagant numbers of documents and other printed matters.

The present system of contracting for the Public Printing
has been repealed by the General Assembly now in session.
In the future each body will elect their own printer, or by
joint convention elect a printer for the General Assembly.
Your Committee are not prepared to say whether this mode
of having the Public Printing done will be a saving to the
Treasury or not. This can only be determined when the
cost of printing is ascertained under the elective system.

Library.

Under this head your Committee beg to lay before you the
accompanying Report of H. P. Jordan, Esq., late Librarian,
and respectfully invite the attention of the Senate to his re-
marks.

Also the accompanying statements from the Comptroller's
office, showing the expenses of the Treasury Department for
clerical labor and salaries of the heads of the departments.

Your Committee recommend there be employed a Porter,
whose duty it shall be to attend the Comptroller's and Trea-
surer's offices.
