Which was read the first time and referred to the Com- mittee on Internal Improvements. Also, delivered House bill entitled an Act to amend and re-enact section 213 of Article 4 of the Code of Public Local Laws, title City of Baltimore, sub-title Elections. Also, delivered House bill entitled an Act to declare the sanction of the General Assembly of Maryland to the purchase by St. Paul's Parish, in Prince George's county, of a parcel of land in said county, not exceeding in quantity ten acres. Also, delivered House bill entitled an Act making appropriations for the support of the Government for the year ending the first day of January, 1870. Which was read the first time and referred to the Commit- tee on Finance. The General School Bill Was taken up. The question being upon the adoption of the substitute re- ported from the Senate Committee for the bill passed by the House of Delegates, Mr. Compton moved that the House bill be adopted in lieu of the substitute. Which was adopted. Mr. Henkle offered the following order : Ordered, That it is the sense of the Senate that in any sys- tem of free Public Schools that may be adopted by this Gen- eral Assembly, the supervision and control of public instruc- tion should be vested in, 1st. A State Superintendent or Commissioner of Public Instruction. 2d. In a State Board of Education. 3d. In a Board of County School Commissioners for each county in the State. 4th. In a Board of Trustees in each school house district. Upon which a division was ordered. |
