618 JOURNAL OF PROCEEDINGS [Mar. 23, Earle, Miller, Grove, Parker, of Calvert, Henkle, Snyder—13, Hyland, The consideration of the Penitentiary bill and amend- ments was then continued, and Mr. Snyder's amendments were adopted. Mr. Earle offered the following amendment : The Directors may enter into contracts for the employ- ment of the convicts in the Penitentiary, and for the sale of manufactures in the Institution. But in every case the con- tracts and sales shall be to the highest bidder, after due public notice, inviting bids ; and all the purchases or goods wanted by the Institution, shall be made from the lowest bidder after like public notice. Which was adopted. On motion by Mr. Earle, The vote by which the above amendment was adopted was reconsidered, And he offered the following amendment : Section 1, line 4, strike out all after the word " read" to the end of the section, and insert the foregoing amendment. Which was determined in the affirmative by yeas and nays as follows: AFFIRMATIVE. Messrs. Browne, Hyland, Brewer, Lee, Clarke, Maddox, Carroll, Miller, Earle, Parker, of Calvert, Henkle, Spates—12.
