Mr. Maddox, from the Committee on Education, reported
favorably

House bill entitled an Act to increase the number of free
Scholarships in the Baltimore Female College, and to change
the manner of appointing the beneficiaries and Board of
Trustees.

Which was read the second time.

Mr. Denson presented the petition of John T. Davis and
264 colored citizens in regard to public education for that
race.

Which was referred to the Committee on Education.
Mr. Henkle, from a select committee, reported favorably

House bill entitled an Act to authorize the County Com-
missioners of Anne Arundel county to subscribe on behalf of
said company to the capital stock of the Baltimore and Drum;
Point Rail Road Company, and issue bonds for the same and
provide for their redemption.

Which was read the second time.
Mr. Spates, from a select committee, reported favorably

House bill entitled an Act to provide for the indexing the
Records in the office of Register of Wills for Allegany
county.

Which was read the second time.

Senate bill entitled an Act to add a new Article to the
Code of Public General Laws, to be entitled Domestic In-
surance Companies, providing for annual reports of the con-
dition of the said several Insurance Companies incorporated
under the laws of this State and doing business within the
limits thereof,

Was read a second time, and ordered to be engrossed for a
third reading.

The Clerk of the House of Delegates returned

A bill entitled an Act empowering a trader to sell license
with stock of goods.

Endorsed, "Passed by yeas and nays, with proposed
amendments."

Amendments proposed:

Add a section to be numbered the first section of the bill,
