health fulness of location is beyond a doubt, being both ele-
vated and dry, and the price for such a property, twenty-
nine thousand dollars is a most reasonable one, particularly
when its size, containing about two acres in the very centre
of the city, and the large quantity of material upon it, which
can be made useful, is taken into consideration. For the
above reasons, we respectfully recommend an appropriation
of twenty-nine thousand dollars, for the purchase of the pro-
perty above refered to.

On motion of Mr. Syester,

The further consideration of the Report was postponed
until Tuesday next, the 4th of February.

Mr. Devecmon, Chairman of a Select Committee, (the rules
being suspended,) reported favorably

A bill entitled an Act to authorize the County Commis-
sioners of Allegany county, to improve a road running from
Green Ridge On the National turnpike to Twiggs Lock on
the Chesapeake and Ohio Canal.

Which was read a first time.

Mr. Colton, (the rules being suspended,) submitted the
following message :

BY THE HOUSE OF DELEGATES,

January 30, 1868.

Gentlemen of the Senate :

We respectfully propose, with your concurrence, that
the Select Joint Committee of seven, appointed to visit and
examine into the condition of all the benevolent and reform-
atory institutions which are beneficiaries of the State, be
authorized and directed to visit and examine into the con-
dition of all such benevolent and charitable institutions which
have applied or may during this session apply to the General
