Hyland, Mr. Miller offered the following the following amendent : Amend by striking out the words " at least sixty days," at the end of the first section. Which was adopted by yeas and nays as follows: AFFIRMATIVE. Messrs. President, Hammond, Browne, Kimmel, Biggs, Lee, Clarke, Miller, Carroll, Malone, Grove, Parker, of Calvert, Henkle, Walsh, Hyland, Welch—16. NEGATIVE. Messrs. Earle, Snyder, Fields, Smith—4. Mr. Henkle offered the following amendment : Add at end of first section: Provided; however, that this Act shall have no valid effect or force whatever, unless the Attorney General of the State shall give his opinion in writ- ing to the Corporation that this Act is not in violation of the provisions of the Constitution ; and the Attorney General is hereby required to furnish to the Comptroller his opinion upon this subject at the earliest convenient period. Which was rejected. The bill as amended was then ordered to be engrossed, by yeas and nays as follows : AFFIRMATIVE. Messrs.
