of said section, viz : "the whole number not to exceed —

thousand copies as aforesaid."

The following additional sections :

SEC. 11. The State Inspectors of Agricultural Products and
fertilizers shall render to the Superintendent of Labor and
Agriculture, in the forms and according to the regulations
prescribed by him, such monthly reports of the receipts and
expenditures, and of the work and business of their offices,
as he may prescribe.

SEC. 12. The Superintendent of Labor and Agriculture
shall issue, from time to time, necessary and proper regula-
tions to secure economy and efficiency in the inspection ser-
vice of the State. These regulations, not inconsistent with
law, shall have the force of law, and be duly respected and
obeyed.

SEC. 13. All quarterly accounts of receipts and expendi-
tures required by law to be rendered by State Inspectors to
the Comptroller, shall be promptly and punctually transmitted
by them through the Superintendent of Labor and Agricul-
ture, which he shall carefully examine and audit, and trans-
mit to the Comptroller for final settlement,

SEC. 14. The Superintendent of Labor and Agriculture
shall make, from time to time, such personal inspections of
the Tobacco Warehouses and all other buildings used for in-
spection and storage purposes by the State, as may be useful
to proper supervision thereof, and the proper enforcement of
the laws and regulations to secure economy and efficiency in
the inspection service. No expenditures, or contracts for

expenditures for repairs or improvements in the Warehouses,
or for any work except the ordinary work of inspection,
cooperage, conditioning, repacking, receiving and issuing
tobacco, shall be made, except with his approval., and accord-
ing to his specific instructions.

SEC. 15. He shall have the like charge and supervision of
all the other public buildings of the State, and the like
direction of all expenditures for their preservation and
repair.
