House bill entitled an Act for the relief of Columbus Scar- borough, of Harford county, Was read a third time and passed by yeas and nays as follows: AFFIRMATIVE. Messrs. President, Lee, Browne, Maddox, Biggs, Miller, Clarke, Parker, of Calvert, Denson, Spates, Fields, Snyder, Hyland, Walsh, Hammond, Welch—16. NEGATIVE—None. Said bill was then returned to the House of Delegates. The following message was received from his Excellency, governor Swann, by the hands of J. M. Carter, Secretary of State, and read: EXECUTIVE DEPARTMENT, ANNAPOLIS, March 7, 1868. Gentlemen of the Senate : I have this day signed and transmitted to the Clerk of the Court of Appeals the following bills received from your Honorable Body, on the 5th and 6th instants : An Act to amend the thirty-seventh Article of the Pub- lic General Laws by repealing the second section of said Article relating to the competency of witnesses, and the examination of parties as amended by the Act of 1864, chap- ter 109, and inserting in said Article in lieu of the sec- tion so repealed, the following section relating to the compe- tency of witnesses, and the examination of parties. An Act to repeal sections first and second of the Act of Assembly, 1862, chapter 234, entitled " an Act to amend as Act to provide for the erection of a Hospital for the Insane of this State, and sections 4, 5, 6 and 8 of the Act of Assembly of 1864, chapter 248, entitled an Act for the government of the Insane Asylum, and to regulate admis- sions thereto, and to enact the following sections in lien. thereof. An Act to prescribe the number of names to be selected and placed in the box from which a panel of jurors shall be drawn from Wicomico county. |
