Which was referred to the Committee on Judicial Pro-
ceedings.

On motion by Mr. Spates,

Leave was granted to the Committee on Finance to intro-
duce a bill to compensate Charles J. M. Gwynn, William P.
Maulsby and Bernard Garter, Commissioners appointed by
the Governor to prepare Drafts of Laws, pursuant to the
provisions of the 48th section of the 3d Article of the Con-
stitution of the State.

On motion by Mr. Smith,

Leave was granted to the Committee on Reformatory and
Beneficiary Institutions of the State to introduce a bill to
repeal section 3 of Article 33, Code of Public General Laws,
relating to the Indigent Blind, and re-enact the same with
amendments.

On motion by Mr. Hammond,

Leave was granted to the Committee on Corporations to
introduce a bill to incorporate the Western Maryland Col-
lege, situated at Westminster, Carroll county.

On motion by Mr. Spates,

Leave was granted to the Committee on Corporations to
introduce a bill entitled an Act to add certain additional
sections to Article 26 of the Public General Laws of this
State, relating to Corporations.

On motion by Mr. Henkle, it was

Ordered, That a special committee be appointed to con-
sider the propriety of reporting a bill to impose a tax of 20

cents in the $100 upon the capital stock of the National
Banks of this State, for the benefit of the public schools of the

State.

And the President appointed Messrs. Henkle. Earle and
Spates.

Mr. Grove, from the Committee on Judicial Proceedings,
reported

Senate bill entitled an Act to grant to Joseph Walker,
late Sheriff of Baltimore county, two years to complete his

collections as Sheriff of said county.

Which was read the first time.

Mr. Biggs, from the Committee on Pensions, reported un-
favorably

House bill entitled an Act to repeal the Act of 1867, chap-
ter 385, passed March 20th, 1867, entitled an Act to pro-
vide for the payment of pensions to Maryland soldiers of the
war of 1812, and widows of deceased soldiers of 1812.
