Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to regulate primary meetings in this
State.
On motion by Mr. Spates,
Leave was granted to the Committee on Corporations to
introduce a bill to incorporate the North Branch. Lumber
and Boom Company.
On motion by Mr. Lee,
Leave was granted to the Committee on Labor and Agri-
culture to introduce a bill to promote immigration to this
State.

The following message was sent to the House of Delegates.

Gentlemen of the House of Delegates :
We propose with the concurrence of your Honorable Body,
the appointment of a joint committee consisting of three
members of the Senate and four Members of the House of
Delegates to inform the Honorable Robert Fowler of his elec-
tion as State Treasurer for two years, from and after the day
of his qualification as such. We have appointed on the part
of the Senate, Messrs. Clarke, Spates, and Earle.

On motion by Mr. Walsh,
Leave was granted to the Committee on Finance to intro-
duce a bill to appropriate a sum of money to pay Benjamin
Standiford, Tax Collector of Harf'ord county, for overpayment
into the treasury, for the year 1865.
On motion by Mr. Lee, it was
Ordered, That the Committee on Finance inquire into the
expediency of introducing a bill to authorize the commis-
sioners of the several counties and the appeal tax court of
Baltimore city, to entertain appeals from the valuation of the
assessors.
Mr. Spates from the Committee on Corporations reported
favorably House bill entitled an Act to amend the charter of
the Cumberland & Pennsylvania Railroad Company, passed
at January session, 1849, chapter 469.
Which was read the second time and on his motion the
rules were suspended by the following vote :
