The Senate met pursuant to adjournment.
Prayer by the Rev. Mr. Hammond.
Present at roll call:
Messrs. President, Browne, Biggs, Brewer, Carroll,
Fields, Grove, Hyland, Hammond, Lee, Maddox, Miller,
Malone, Parker, of Calvert, Parker, of Worcester, Spates,
Snyder, Smith, Walsh, Welch—20.
The President presented the report of the committee ap-
pointed by the Governor, agreeably to the Constitution, "to
prepare drafts of General Laws providing for the creation of
Corporations," &c. ;
Which was read, and with the General Laws referred to
the Committee on Judicial Proceedings,
Mr. Fields asked and obtained leave to withdraw from the
files of the Senate the bill entitled an Act to incorporate the
Trustees of the Quarterly Conference of the Choptank Mis-
sion Methodist Protestant Church.
On motion by Mr. Walsh, it was
Ordered, That the Joint Special Committee on Maryland
Penitentiary be instructed to inquire into the expediency of
adopting the " Ticket-of-Leave" system as now in operation
in Great Britain.
On motion by Mr. Maddox,
Leave was granted to Messrs. Maddox, Henkle, Hyland,
Parker, of Calvert, and Smith, to introduce a bill to repeal
the Act of 1867, chapter 185, in relation to abortion, and re-
enact the same with amendments.
Mr. Malone asked and obtained leave to withdraw from
the files of the Senate bills, a bill to incorporate Newton
Lodge, No. 56, I. O. O. F., at Salisbury, Md.
On motion by Mr. Maddox,
Leave was granted to Messrs. Maddox, Henkle, Hyland,
Parker, of Calvert, and Smith, to introduce a bill granting
a lien to physicians in certain cases.
Mr. Malone introduced a resolution directing the State
Librarian to furnish the Clerk of the Circuit Court and Reg-
ister of Wills for Wicomico county, with certain books.
Mr. Clarke introduced a joint resolution in regard to the re-
moval of the office of the Chesapeake & Ohio Canal Company.
The Senate bill entitled an Act in alteration of an Act
passed March 17th, 1865, entitled an Act to incorporate the
Ben Franklin Fire Insurance Company of Baltimore, Mary-
land, was reported upon unfavorably by the Committee on
Corporations.
Mr. Clarke moved to reconsider the order in reference to
printing the Governor's message ;
