Said bill was then returned to the Senate.
The Secretary of the Senate returned

The bill entitled an Act to appropriate a sum of money to
pay David Fowler for legal services rendered in the Comp-
troller's Department.

Endorsed "Passed by yeas and nays, with proposed
amendments."

Amendments proposed :

Amend by inserting the following as an additional section
to the bill, to come in just after section 1:

Section 2. And be it enacted. That the Comptroller be and
he is hereby directed to issue his warrant upon the Treasurer
for the sum of $400., to pay the Secretary of the Senate for
services and expenses in distributing among and forwarding
to the members-of the General Assembly, copies of the School
Law and Oyster Law, heretofore ordered to be printed, and
such other printed matter as has heen or may hereafter be
ordered to be distributed and forwarded by him during the
recess of the Legislature.

Also by striking out the words section 2, and inserting
the words section 3.

Amend the title by adding thereto the following:

And the Secretary of the Senate for distributing among
and forwarding to the members of the General Assembly-
copies of laws and other printed matter after the adjourn-
ment of the present session.

The amendments were nonconcurred in, and the bill re-
turned to the Senate.

Mr. Poteet submitted the following message :

BY THE HOUSE OF DELEGATES,

March 30, 1868.
Gentlemen of the Senate:

We have received from your Honorable Body House bill
entitled an Act to appropriate a sum of money to pay David
Fowler for legal services in the Comptroller's Department,
endorsed "Passed by yeas and nays, with proposed amend-
ments,' and decline to concur in said amendments.

We respectfully request your Honorable Body to recede
from said amendments.
