REPORT.

To the Honorable, the Speaker and

Members of the Souse of Delegates:

GENTLEMEN—The undersigned, a majority of the Joint
Committee of Conference, to whom was referred the bill en-
titled an Act to repeal section 18 of Article 73 of the Code of
Public General Laws, entitled Penitentiary, and to re-enact
the same with amendments, most respectfully report that
they have been unable to agree with their colleagues on the
part of the Senate. We regret exceedingly that the repre-
sentatives on the part of the Senate should refuse to recede
from their proposed amendments, as we believe that the effect
of their amendment is virtually to break dowa and defeat the
objects proposed by the bill, the purpose of which was to
destroy the conflict between the convict labor of the State
and the laboring and mechanical portion of our citizens.
The undersigned, a majority of your Committee, submit as
their opinion tliat the mere question as to an immaterial
difference in the receipts of the Institution should not weigh
against the honest efforts of our working people.

The majority of your Committee think that the question of
a few thousands of dollars should not only be taken into con-
sideration, in considering a proposition of this character,
but that as legislators we should care for the interest of our
people generally.

We respectfully report back the bill and amendments,
with, this explanation of the condition in which it is placed,
for your action.

The Secretary of the Senate returned the following House
bills, severally endorsed, " Passed by yeas and nays."

The bill entitled an Act to appropriate a sum of money to
the Baltimore County Manual Labor School.

The bill entitled an Act to repeal section 623 of Article 4
of Public Local Laws, entitled City of Baltimore, sub-title
Justices of the Peace and Constables, and to re-enact the
same and substitute the following in lieu thereof.

The Mil entitled an Act to add an additional section to
Article 57 of the Code of Public General Laws of Maryland
concerning limitation of actions.

The bill entitled an Act to authorize the Adjutant General
to purchase arms for the use of Charlotte Hall School.
The bill entitled an Act to authorize the County Commis-
