The bill entitled an Act to amend and add additional sec-
tions to the Act passed at the January session, 1867, of the
General Assembly of Maryland, entitled an Act to establish
and incorporate an Asylum for the Deaf and Dumb, of the
State of Maryland, to follow section 13.

Endorsed : " Passed by yeas and nays."
Also, returned

The bill entitled an Act to add a new Article to the Code
of Public General Laws to be entitled Public Education,
providing a general system of Free Public Schools for the
State of Maryland, and to repeal all Laws inconsistent there-
with.

Endorsed: "Passed by yeas and nays with proposed
amendments."

Amendments proposed :

1st. Section 1, amend by striking out all after the word
Act, in the third line, to the end of the section.

2d. Title 1, chapter 1, page 2, section 1, strike out sec-
tion 1.

3d. Chapter 1, section 1, page 2. educational matters
affecting a county shall be under the control of a Board of
County School Commissioners, one of whom shall be chosen
as the President of said Board, and a person not a member
of said Board shall be elected to serve as Secretary and
Treasurer.

4th. Chapter 1, section 3, and strike out section 3 and
insert School District 'Boards, composed of three persons,
one of whom shall be the School Commissioner of the elec-
tion district in which the school house is situated.

5th. Chapter 2, page 3, amend by striking out sections
1 and 2.

6th. Page 3, section 13, the Board of County School Com-
missioners shall he composed of one Commissioner for each
election district, to be elected by the people thereof at each
general election for members of the General Assembly, to
serve for two years from the first day of January next suc-
ceeding said election, and until their successors shall qualify,
and for the time intervening from the passage of this Act
until the first of January next succeeding the next general
election, said School Commissioners shall be appointed by
the County Commissioners of the respective counties.

7th. Section 4, line 1, strike out the words "Board of,"
and insert the word two.
