So (two-thirds of all the members elected not voting in
the affirmative) the bill was not read a third time this day.

The bill entitled an Act to add an additional section to
Article 96 of the Code of Public General Laws, regulating
the charges on grain.

Being upon a second reading,

Mr. Legg submitted the following amendment:

Strike out section 2.

Which was adopted.

Mr. Legg submitted the following amendment:

Sub-section 25, line 4, insert after the word "measure"
the words, and any one found guilty of a violation of this
section shall, on conviction thereof before a Justice of the
Peace, be fined not less than five nor more than fifty dollars,
one-half to the informer and the other half to the use of the
State ; provided that any one feeling himself aggrieved by
any such judgment shall have the right of appeal to the Cir-
cuit Court of the county or Baltimore City Court, as the case
may be, on giving bond in the usual form to prosecute such
appeal and for the payment of the judgment, and costs of
such judgment should the same be affirmed.

Which was adopted.

The bill as amended was then read a second time, and or-
dered to be engrossed for a third reading.

The bill entitled an act to establish voting precincts in the
first, third, ninth, eleventh, and twelfth election districts of
Baltimore county,

Was read a second time, and ordered to be engrossed for a
third reading.

The bill entitled an Act to improve the draw in the bridge
across the Pocomoke River, near the town of Newtown, in
Worcester county,

Being upon a second reading,
On motion of Mr. Corbin,

Said bill was referred to the Somerset and Worcester Dele-
gations.

Mr. Smith, of Worcester, moved that the said committee
be instructed to report to-morrow at twelve o'clock, noon.

Decided in the affirmative.
